The European Commission adopted in 2005 the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers . These documents describe the rights and obligations which are subject to both scientists and the institutions employing them . Both documents highlight the need to create good and stable working conditions for researchers at every stage of their careers.

The European Charter for Researchers sets out the general principles and requirements which specifies the roles , responsibilities and entitlements of researchers and their employers and / or funders . The aim of the Charter is to ensure that the nature of the relationship between researchers and their employers is conducive to positive results in the creation , transmission , exchange and dissemination of knowledge and technological development , and career development of researchers.

The Code of Conduct for the Recruitment of Researchers consist of general principles and requirements that should be followed by employers and/or funders when appointing and recruiting scientist. The rules and requirements referred should ensure observance of values such as transparency of the recruitment process and equal treatment of all candidates , in particular with regard to the development of an attractive , open and sustainable European labor market for researchers .
